Prelude to the story.  The music has an ominous quality, and slowly builds higher and higher.  This has the effect of gathering some suspense and getting us ready for the story that is to come.  In the background, there is a voice speaking like a demagougue and periodic shouts of "No!" from a large crowd.
    The demagogue in the background could be one of two things: either someone brainwashing new members of Operation: Mindcrime or something to do with pro-/anti-government rallying.  It is difficult to understand what the demagogue says, but he seems to be asking the audience questions to the effcet of "Do you want...?!"  This leads me to believe he is brainwashing new members of the Syndicate.
