Dr. X and the underground syndicate known
as Operation: Mindcrime are introduced here. Headed by X, the Syndicate
attacks society by, as both its name and the words of X suggest, giving
young men mind control drugs and ordering them to kill political and religious
leaders. The Syndicate uses people who, like Nikki, dislike the status
quo, but have no direction in their lives and don't know how to try to
change things. They are ensnared with rhetoric, telling them they
can make a difference in the world by killing those who corrupt it.
We gain more insight into Nikki's past. He was a skinhead, perhaps
in a gang, that did drugs. A true rebel without a cause, exactly
what the Syndicate wants. As such, Nikki falls easily into X's web.
X makes Nikki feel welcome. He ensares alienated
young men by convincing them that they can be part of something that will
make a difference. He somehow knows things about Nikki (my guess
is that this song details an "application interview" of sorts), which makes
him more convincing. Nikki's plea at the end of the song represents
his desire to bring about change; the jumbled voices represent the society
whose attention he's trying to get.
